AREAS OF EXPERTISE Information Sharing/Knowledge Management
In-depth experience tackling challenges in policy development for, and oversight of, Information Technology (IT) systems, information-sharing processes, and knowledge-management practices capable of reaching beyond traditional boundaries to integrate disparate operational systems on both classified and unclassified networks. Strong foundation in strategic planning and leadership of techniques and practices that promote information sharing among federal, state, tribal, and/or local governments and international partners. Perform and direct work adhering to standards of independence, credibility, objectivity, documentation, and reproducibility. Experience includes leading Department of Homeland Security (DHS)-wide integrated project teams and Communities of Interest (COIs) in issuing various documented, incisive, and credible studies, analyses, reports, and memoranda that are able to withstand scrutiny. Managed cross-functional teams to achieve objectives. Extensive knowledge of and experience working with diverse government procurement contracts. Strong consultative skills; a strategic influence and resourceful decision-maker, combining technical proficiency with organizational skills to direct high-level technical/business affairs with senior federal executives. SELECT VALUE-OFFERED ACCOMPLISHMENTS: Ř Selected as one of four subject-matter experts to write the final DHS Suspicious Activity Report (SAR) Concept of Operations (CONOPS); developed the concept and wrote the charter accepted as the DHS SAR Integrated Product Team (IPT). Ř Designed, wrote, and developed DHS SAFETY Act Response for gas-detection products. Ř Played a vital role in assuring Homeland Security Information Network (HSIN) stakeholders (applicable federal, state, and local agencies, including civilian and military agencies) came together as the coherent network and foundation resource for securing proper information exchange, assuring vigorous cross-jurisdictional communications, and directing IT infrastructure requirements. Ř Developed matrix for viewing and understanding information-sharing processes and knowledge-management practices among systems across DHS. Ř Led a team in the development and installation of an Investigative Support System, which became the premiere information-sharing option and knowledge-management solution for counties in Northern MN. Ř Deputy Program Manager responsible for security of nationwide airport screener testing and assessment centers for the Transportation Security Administration’s (TSA) 60,000-person airport screener hiring initiative in 2002.
