The central argument of this document is that biological and chemical weapons are likely to be the preferred weapons for non-state actors and weak states. This paper first addresses the biological and chemical weapons threat and evaluates it in terms of a national security issue, both in the United States and around the world. Second, it analyzes how biological and chemical weapons have created the need for a new paradigm in dealing with the threat of war and terrorism. Third, it discusses how chemical and biological agents are currently being used in acts of economic sabotage and evaluates why those acts may be a prelude to the next global conflict. The underlying issue of chemical and biological weapons stems from the remarkable power they grant to smaller states, terrorist groups and individual miscreants bent on undermining legitimate organizations and governmental entities. Unlike nuclear weapons, requiring huge processing plants and large military equipment for delivery, chemical and biological weapons are small, require no more than a small room for manufacturing and can be delivered into the atmosphere by opening a cup held in one’s hand. Seen more and more in incidents of malicious product tampering, acts of terrorism, and extortion, throughout the world, the proliferation of chemical and biological weapons could become the next threat to the balance of power locally, regionally and globally. Such an outcome will most certainly have a devastating impact on global and regional security, and stability.
